Eligible Data Users

WHO IS ELIGIBLE TO REQUEST WA-APCD DATA?

I. Researchers

  • Eligible to request the broadest set of data elements, including proprietary financial information, direct patient identifiers, indirect patient identifiers, unique identifiers, or combinations of these. In their data applications, researchers must submit a rationale for each data element requested
  • Request must be accompanied by an Institutional Research Board (IRB) determination

II. Federal, State and Local Government Agencies

  • Eligible to request data products containing proprietary financial information, indirect patient identifiers, unique identifiers, or any combination of these
  • Not eligible to request data with direct patient identifiers and agencies are forbidden by statute from using this information in purchasing decisions for their employees

III. Private, Commercial, and other Entities

  • Eligible, with an appropriate data-use agreement, to request data products that contain indirect patient identifiers or unique identifiers, so long as they do not contain proprietary financial information, direct patient identifiers, or any combination of these 

IV. Release upon Request

  • Eligible to request a standard dataset that does not contain direct patient identifiers, indirect patient identifiers, proprietary financial information, or any combination
  • Any person or entity is an eligible data user for “release upon request” datasets
