WA-APCD Data Product Offerings

To serve a wide array of data needs from small rural provider practices and non-profits to researchers at large universities and state agencies, we offer four types of data products to qualified applicants. To learn more, download the data-product summaries pdf.

I. Data File Extract

Looking for a data set you can analyze on your own? A data file extract is a great solution for researchers or others with analytic capabilities who want to conduct their own analyses. This product is a stand-alone dataset that is delivered to the client via secure file transfer protocol (SFTP). The Product serves the needs of organizations with analytic capabilities that seek to intake a WA-APCD data product organized at the claims service-line records level.

Features include:

  • Eligibility and claims data – service line level data
  • Population datasets that are defined by a market segment (e.g. commercial) excludes provider-specific patient populations as these would be generated as custom datasets per product below
  • Safe Harbor de-identified data or Limited Data Set depending upon client and proposed use
  • Proprietary financial information safeguards – provider de-identified or other masking of fee schedule
  • Provider master listing of facility and professional providers; includes primary care practitioner assignment to medical practices
  • Data augmentation available for an incremental fee – e.g., apply grouper logic to create inpatient or outpatient episodes of care

II. Analytic Enclave Subscription

The Analytic Enclave product is a managed, cloud-based analytic environment that enables secure access to the all-payer data, added-value data augmentation services and a set of analytic tools. The Analytic Enclave product, hosted by Amazon Web Services (AWS), is managed by the WA-APCD data vendor, Onpoint Health Data. Clients access the all-payer data via a dedicated, virtual private cloud. Clients also can export Enclave data to a local environment in accordance with their Data Use Agreement. Each calendar quarter the most currently available three-month dataset will be added to the Enclave.

Features include:

  • Eligibility and claims data – claimant service level data
  • Safe Harbor de-identified data or a Limited Data Set depending upon client and proposed use
  • Allowed cost information and proprietary financial information safeguards – provider de-identified or other masking of fee schedule
  • Provider master listing of facility and professional providers; includes primary care practitioner assignment to medical practices
  • Analytic tools (SQL Workbench and R-Studio) to organize and analyze the data
  • Data is refreshed quarterly with the most recent quarter of data

III. Standard Report

The Per Person Cost and Utilization product is a standard dataset that is delivered to the client via secure file transfer protocol. The Product serves the needs of organizations interested in a pre-defined set of per person cost and utilization metrics for a patient population of interest.   

Features include:

  • A population of covered persons is attributed to an organization or a population of interest
  • The per person total allowed costs are reported for summary medical service categories
  • The medical services utilization per 1,000 persons are reported for summary service categories
  • Each person is assigned a health status category to support severity of illness stratifications
  • Persons with chronic illness are assigned a condition-specific flag for any one of ~10 conditions
  • Report is incurred claims experience for a calendar year with a 90-day paid claims runout

IV. Custom Report

Looking for someone to produce WA-APCD analytic output for you? Our analysts work with you to pull particular WA-APCD data and perform analyses to answer your specific questions. These Analytic Report products are client-customized analytics whose cost is based on the labor hours for the product design, programming, generation and reporting.

Features include:

  • Analytic results are summarized and may include summary data output
  • Summary level data only – not service line level records
  • May include augmented data like applying groupers to create episodes/bundles, assigning providers to accountable entities, stratifying patients by severity of illness, etc.
